Any programmes i could download to convert a VTS file o AVI or MPEG ?

I would prefer a free download

Assume you mean a .vob file on a DVD?

That is an MPEG file, it's just in a 'container' that the DVD format can understand

Download VOBEdit, that should do the trick.

Don't need to take it out, it will edit as an MPEG
