I believe that if a TV can play back media, then it becomes ellegible for a higher duty rate, so a lot of manufacturers disable these features. However, there are often remote engineer codes to unlock them, which you might find with a google.

Usually called something like "usb hack", and can involve downgrading the firmware, plus a mobile phone with an IR port.

Also possible it's not a USB port in that ilk but an engineer's service or communication connector.

however, as Mr S is reasonably knowledgable in such fings as haxx it might be worth pursuing his angle.

It should clearly tell you in the manual if it can do it.
There are very few TV's that don't do it now. It used to be 'just' pics and music but many play divx and even mkv now - out of the box.
If you can't find it it's probably just for engineers/firmware upgrades.

That made me curious, so I had a look at the customs tariff.
The chapter is certainly a minefield, going on for page after page with umpteen sub-divisions depending on spec.
But, bottom line, it's a flat rate of 14% for everything TV related, regardless of what it is/what it does.

The manual doesn't mention anything about USB. Are you sure it's not the third, side-mounted HDMI that you're looking at? It also has a CI port, but that looks nothing like USB.

If you look at the Toshiba website, no mention of a USB connection.

Analogue Audio Input Yes
Component Video Yes
Composite Video Yes
DVB Common Interface Yes
HDMI 3
Headphone Yes
PC input Yes
RGB (via Scart) 1
S-video Yes
SCART 2

The AV61 is their entry level model, I suppose it makes sense they'd hold back USB connections for their dearer models.

I still reckon it's the side HDMI. They look like USB and you can stick USB devices into 'em if you try.
