Looks like france. A few years ago I was sitting outside a cafe near the Moulin Rouge (clang) with some friends and witnessed pretty much the same thing. 5 guys (Georgian) got out of a car and proceeded to shout directions at the driver (very loudly) for 15 minutes until he got into a suitable position, bending bumpers with every move
10 minutes later they came back and repeated the procedure, taking another 15 minutes.
Insurance out there is basically knock-for-knock

te trick to parking like that without causing damage is to drive very slowly...then when you bump, the cars don't notice and end up all smashed up ![]()
