Programme his mobile number into a fax machine.
It'll constantly redial it.

A cab controller I used to know saved the phone numbers of all the abusive pains in the ar*e and rang them from call boxes when he went off shift about 3.00am and just left the phone off the hook.
Seemed to make him feel a bit better.
