I don't really see what the problem is with this idea? I think most big games now are going to have DLC at some point, and serious gamers not only expect that, but they are more than willing to pay for it. Plus a lot of people don't have unlimited broadband, so surely having the DLC already on the disc, waiting to be paid for, just eases up on your downloading?
DLC is just a term for additional items that have to be paid for. They do not have to be downloaded, in my opinion.
I don't mind DLC when it's extra to the game, I hate it when a company deliberately releases a game with bits missing and then charges for those bits. Don't really care where it comes from, just as long as its price reflects the work involved.
Capcom releasing a fighting game with characters deliberately missing, with the aim of charging for them later, smacks of Ryan Air style game production. If they are going to do that, they should be making it free to play.
Also, should they be allowed to call it DLC when you don't even download it? ![]()

No Sue, the D is for 'Downloadable' Content and, imho, your last sentence is so wrong.
. The idea of having the thing on the disc in the first place is that you should be able to play it - or earn it. Gamers are (sadly) prepared to pay for it - when it is something released some time later that has been developed since the game's release to add to the game - not when it was ready, playable and on the disc in the first place.
EA have done it with the latest Tiger Woods golf game - and this review(er) doesn't like the idea either. I agree completely that this shouldn't even be called DLC - and the phrase 'withheld content' is far more appropriate.
If it is ready and tested at the time of release it should be a part of the game and not be charged for separately. What next? Cut a few worlds out of Mario and the suckers will pay for it - even though it would have been included in the main game in the past? Hey, the 'serious gamers' even expect us to do it so we don't wanna let them down....

The very fact that the data is on the disc in the first place means that it is finished and should be a part of the game - not sold as an add-on. I find that behaviour despicable.
The only way it will stop is by people boycotting it/Capcom/EA etc. and saying '**** you, I'm not buying your games any more - and this is the reason..". It would stop them doing it - but it won't happen. You used to get developers creating extra levels all the time - for free.. The money machine that is COD stopped that quickly and people now feel it's normal and fine to pay (silly money) for extra levels now - that in years gone by would have been free.

Hm, it doesn't really affect me because I don't buy DLC. If necessary I wait for the complete game to be released as a disc and rebuy it, selling on the older version!
I can sympathise with all of you who feel you're being ripped off, but seriously, do you honestly believe all the DLC you currently buy has not been developed until after the game's release? I doubt it somehow. Some of it, maybe, but not all. Probably the vast minority. And that's why I can't see the harm.
Sorry, Ste, we'll have to agree to differ on this one. 
I do something similar Smurfette, I wait for the Game of the Year edition that includes all the DLC, priced at less than just the game was originally.
I just got into Age of Empires Online, which is free to play but throws DLC in your face left right and center. It's on Steam atm and you can buy all the DLC for £10, so basically you can buy the entire game for that price, and there is no monthly fee like other MMOs.

The statement:

The only reason some are unable to play as them is your decision to try to rip off your customers. Don't develop things for the game and try to charge people extra to play them and everybody will be able to play them... ![]()

I play quite a bit of L4D and L4D2 and in all honesty many of the maps that are created by punterts and made available via l4d.com etc are either as good or in many cases better than some of the original maps. This in itself makes a mockery of DLC and the charging for it.
Take L4D/L4D2 again. Really good game with good maps in the retail package and a shed load of maps from punters which add to the enjoyment of the game. This also adds to the longevity of the game as did the free DLC maps that have been added at no extra charge via Steam.
Then take COD1/2/3/4 etc . Good maps in the retail package but any extra maps cost you about £15 a throw.
One has made the decision to allow free and open editing/creation of add ons to the game while the other wants to screw as much out of you as possible.
