I was tempted to buy some cheesy 80s Ninja films which were on a cheap label, but I wasn't sure what the quality was like.

No, this is good information. I'm surprised there is a certification loophole that 23rd Century uses to produce its discs, but it's useful to know. While the quality is rather dodgy they do some interesting titles. If they are completely legit, and as they haven't been closed down by Manchester TS, who are pretty hot on counterfeiting, they must be; then power to their elbows.
